Tier I:
Tier I measures are non-physical measures, consisting of education and enforcement initiatives combined with relatively low-cost engineering devices. Educational measures include the Neighborhood Pace Car/Pledge Program and Neighborhood Speed Watch Program, among others. Enforcement measures include such activities as speed and crosswalk enforcement campaigns. Engineering measures include low-cost improvements such as enhanced pavement markings and signing to provide reduced lane widths and intersection narrowing features. It should be noted that educational and enforcement measures, which are typically led by the Police Department, can be used independent of other measures. In these instances, the entire NTMP process will not need to be undertaken. Overall, Tier I measures are anticipated to provide effective solutions for most of the neighborhood traffic concerns in El Cerrito.
