Meet Sandra Dalida, Finance Director/City Treasurer

Sandra Dalida, Finance Director/City TreasurerSandra is an experienced leader with more than 16 years directing local government finance operations including Chief Financial Officer, Social Services Agency for Santa Clara County directing a $1.1 billion financial division with responsibility for accounting, budgeting, banking, financial analytics and forecasting, revenue recovery, debt management and collections, estate and conservatorship finance, and tax services. In addition to her CFO responsibilities, Sandra was selected by the 58 California Counties to be the California Fiscal Agent to the State Controller’s Office to develop and implement statewide Sales Tax apportionment and distribution policies and procedures for $72 million in funding for foster care licensing and training operations.

Additionally, Sandra’s local government experience includes leading finance and administrative operations as Deputy Director and Administrative Services Director for the Department of Correction Santa Clara County, Probation Department Alameda County, and Juvenile Probation City & County of San Francisco, with responsibility for Finance and Budgeting, Research and Planning, Information Technology, Human Resources, Investigations and Auditing Services, and Facilities & Capital Projects. In addition, Sandra recently served as the Interim Administrative Services Director for the City of Saratoga.

Prior to transitioning to the public sector, Sandra was Director, Worldwide Operations & Business Diversity at Apple Computer, Inc. and Director, National Supply Chain & Business Diversity at Kaiser Permanente/Kaiser Foundation Health Plan, Inc. with responsibility for leading $8 billion procurement, supply chain management, contracts accounting, and business diversity operations. In addition, Sandra directed national technology automation, data analytics, and business intelligence projects to transition from legacy state stand-alone financial and accountings systems to organization-wide enterprise accounting and contracts systems with uniform analytics, forecasting, and reporting.

Sandra received her Bachelor of Arts degree in Public Administration from the University of San Francisco and attended the Leadership and Transformation Program at Stanford University Center for Professional Development, Project Management Certification Program, University of California, Berkeley, and the Center for Leadership & Transformation Program, Santa Clara County. In addition, Sandra received Business Director/Manager of the Year Awards from the National Association of Women Business Owners, Silicon Valley, and the Northern California Supplier Development Council. Also, Sandra has served on various State Committees and as Board Member for California Business Associations.
