Crystal Reams is an experienced finance professional with over 17 years in governmental and nonprofit accounting and financial reporting experience in both California and Washington State. Prior to joining the City of El Cerrito, Crystal served as accounting manager for the
City of Vacaville, where she directly supervised teams in accounting, accounts payable and purchasing. In this role, Crystal oversaw all aspects of the annual audit, single audit and the in-house preparation of the City’s Annual Comprehensive Financial Report (ACFR) and the City’s Popular Annual Financial Report (PAFR). Under Crystal’s leadership, the City regularly received the GFOA Certificate of Achievement of Excellence in Financial Reporting (COA) and the PAFR award, two integral financial distinctions for public agencies.
Prior to her role in Vacaville, Crystal was a Senior Accountant for the City of Vallejo focusing on payroll and accounts payable functions. Crystal began her public sector career serving in various finance positions for the City of Tacoma for over seven years. Crystal holds a Bachelor of Accounting from Cameron University in Oklahoma and has successfully passed all sections of the California Board of Accountancy (CBA) Uniform CPA Exams.
