New Applications for Secondhand Dealer and Pawnbroker Licenses

All new applicants are to submit a CAPSS application online (link below). The applicant must also be live scanned for Secondhand Dealer/Pawnbroker (fees may apply). Please contact the El Cerrito Police Department at (510) 215-4410 to schedule a livescan appointment. A check or money order for $300 payable to the Department of Justice is needed; this fee will be collected by ECPD and will be sent directly to DOJ. A permit fee of $510 must also be paid to the City of El Cerrito. The DOJ and City of El Cerrito fees are both for two years.

Renewals for Secondhand Dealer and Pawnbroker Licenses

Once you near the expiration of your Secondhand Dealer and Pawnbroker license, please contact the El Cerrito Police Department to start the renewal process. A check or money order for $300 payable to the Department of Justice is needed to renew. A permit fee of $510 must also be paid to the City of El Cerrito. The Department of Justice and City of El Cerrito fees are both for two years.
